This decline contrasts with the upward trend observed between 1970 and 2020 and the decline may be attributed to the COVID-19 pandemic's impact. The National Institutes of Health (NIH) serves as the primary federal agency for medical, health, and behavioral research within the HHS as it focuses on scientific approaches to address critical health challenges, promoting collaboration across different departments and advancing innovation in tackling twenty-first-century health issues. Funding for healthcare services may have been a higher priority than research funding, causing resources to shift from research to health.
